SPARC COMMUNITY FACILITIES REVIEW


Southland is a very ‘community orientated’ province consisting of a variety of recreation, sporting and community groups. As a result, there are also a variety of community facilities which meet and service the requirements of these groups. These facilities vary in their age, usage, standard and condition and many of them can require repair and maintenance, which can be a financial burden and pressure for community groups.

It is also recognised that over time, the nature and ‘make up’ of our local communities have changed for a variety of reasons - including improvements in transport as well as changes in the agricultural sector. This has had an impact on the use and demand for community facilities.

Venture Southland, with the support of SPARC, is currently working alongside various Southland communities, Councils and funding agencies to evaluate the provision of community facilities at a local and sub-regional level. This has involved developing an inventory of current facilities with the original information derived from the Southland Leisure Strategy (2003). Local communities are then encouraged to update information in this inventory while also looking at how the provision of facilities best meets the needs of their community. In most areas, communities have been able to prioritise key facilities which will assist with future planning.

As a result of this process, a number of other projects and issues have arisen to be further investigated. This includes the possible amalgamation of two bowling clubs in Winton, future funding and operational issues associated with rurally based swimming pools and various issues associated with retaining, maintaining and closing rural halls.

It is intended that results from this project will assist Southland communities, councils and funders with facility planning in the future.
